Pixel Stretch Overlay

Requirements:
1. An image editor, preferably Adobe Photoshop
2. A brain
3. A good color judgement
4. Previous knowledge of how to pixel stretch
An overlay on an image using pixel stretches.
Part I: Image
Select your image. I'm going to use this:

I would choose an image that's colorized in one color. Get one, or colorize it yourself. =)
Using the single marquee selection tool, select the part that you want pixel stretched, and pixel stretch it.

See how I have it pixel stretched over the image? Yea. Do that. Then change the opacity of the layer, or change the layer style. Whatever is best for your image. I can't say anything for this tutorial, because the effect depends on the image you are using. For this one, I just changed the layer styles around. This is how it turned out when I changed the layer style of the first pixel stretch overlay.

For this layer style, I chose "screen"

You want the pixel stretchs to go in may directions. So, repeat the process that I just showed you. But, you don't want all the pixel stretches go in all one direction, so in Adobe Photoshop, like I would, from the menu, click:
EDIT>>TRANSFORM>> [insert the flip direction you want here]
For Photoshop, the options would be: Rotate 180, Rotate 90CW, Rotate 90CCW, Flip Horizontal, Flip Vertical Just keep flipping all the pixel stretches, until it turns out like this:

Part II: Making it Look Pretty
For final touches, add words, a border, merge all, duplicate layers, whatever. Just make it look good. =) My final looks like this:
